SIAMESE CATTLE-THIEF UNDER THE YOKE
Serious crime is not very prevalent among the Siamese, who as a whole
are a peaceable race amenable to authority. Justice, too, is well
administered under the Ministry of Justice organized in 1892. On his way
to gaol after conviction for cattle-stealing, this prisoner is wearing
a bamboo frame to prevent him running into the woods and so escaping
his escort
